Which MMA brand does not allow hitting an individual when their down?

I like MMA I was always a big fan of grappling , striking and submission but I have little respect for individuals that hit someone when their down. I hate the fact that a lot of these athletes have black belts and legitimate fighting experience but fight like little kids in the school yard and they don't go for a standing knockout , cool submission or actually fight like a black belt
